Brief History of Scartho Village Community Centre

 

Welcome to Scartho Village Community Centre (SVCC).

The centre, although appearing new to many people, previously existed around the corner at Springfield Rd at the site of the old Scartho Youth Centre; run by  North East Lincs Council’s (NELC) Young Peoples Services until its forced cost saving closure in 2004.

Due to public outrage, a volunteer interim committee was formed by the public in an attempt to keep the building open as a community centre, which resulted in the building you see today complete with its volunteer committee. 

During life at the old centre (now the site of the new Scartho Health Centre), the committee became constituted & charity registered with the Charities Commission, (registration number 1108639) & became an unincorporated community association in 2005 – a ‘not for profit’ organisation.

The constitution is the committee’s rule book & the committee is chosen from the centre’s membership with votes at the AGM.  Membership is open to anyone 18 or over, which offers no benefits at this moment in time, but gives people a chance to simply support the centre.  The centres landlords are NELC who lease the building to the association.  The field to the rear of the centre is under license to the association for recreational use & maintained at their cost.  Access to the land is under the control of NELC. 

Why the new building?  The new building came about because of the dire need to provide a state of the art primary care centre (a new GP doctor’s surgery) for Scartho.  The committee were approached as far back as 2006 by the Primary Care Trust to have the old centre demolished to make way for a new surgery.  The committee negotiated the design of the building you see today with developer One Medical, feeling proud to have been involved with the provision of the new health centre by giving up their old larger building for a smaller new one.  NELC still remain as landlords.

That brings us to where we are now.  We hope that you have taken time to inspect the attached timetable of activities.  It shows a fairly balanced use of the centre by all ages of people from the community who are charged entry by class leaders.

Why the charges?  Every activity class leader is forced to charge for sessions to pay for room hire which in turn pays for the centre running costs.  None of these services are provided by the association directly, except senior citizens bingo every Wednesday. 

What about the youth of Scartho?  Provision for young people was removed by the Youth Services in 2004, but the committee may eventually provide the space to facilitate structured activity should funding; adequate professional supervision & support be provided.

The centre relies totally on the goodwill of its volunteer committee who by default are also charity trustees.  Only a cleaner is pay rolled, whose position was ratified by the Charities Commission.  Friends & helpers of the centre are always sought, without the need to be involved with the committee if desired, but individuals may be subjected to Criminal Records Bureau checks (paid by the association) as with all organisations that have staff or helpers who may come into contact with young or vulnerable people.
